Because they did enough comments to qualify for more than one vote. So if it repeats twice, then there were two comments upvoted.

Oh I see, thanks for clarifying! I thought it would just go to the next on the top 25 list. Didn't realize that there was a minimum comment threshold as well.

Its the top 25 users but the list showed is the comments that got a vote. So each person depending on how much they engaged will get a percentage of the votes and if people have done a lot of engaging, they get past 100% for an upvote. So they might have 2 or more comments upvoted.

WOW! It is amazing that some people have enough time to engage that much on multiple platforms. I have a hard time just showing up on one list. Have they made human cloning legal? :) Seriously, though. Congratulations to everyone who is consistantly engaging. Thank you for rewarding their efforts.

Looks like there were more people in ctp yesterday and very serious competition in POB. No one got 100% upvote. Very competitive.

It was definitely tough to be ranked yesterday and I was fully expecting to be lower on the LeoFinance list since I only had like 100 comments on that side. But I guess there were a bunch of other people busy as well.
