Hey @acromott! I'm pretty sure it appears when you've reached a certain amount of SP. Can't remember the exact milestone but well you'll find it then :-)
You will be able to split your votes into pieces then. That has advantages (for you) and disadvantages (for your targets). I don't like it much and always try to give 80-100% votes. Or I like something or I don't like it - but there are few things I like just a bit... you know :)
Currently we have 40 votes per day until the voting power starts to decrease. But I think that will change with the next hardfork (software update).

If I remember correctly the bar appears when someone reaches 400SP.
