He is a spammer alright. Thank you so much for cleaning the Steemit community from spammers. You spent a lot of time for this and I really appriciate it. Because he is Turkish, he had made a bad impression against Turkish community. I hope you know that we as the Turkish community don't let spam to be in our community. The reason he got away with this is that he didn't use the 'tr' tag which we (as the Turkish community) generally use. I personally will try not to let him do this anymore if he tries to do it again.
