I agree with a lot of what you are saying. It always drives me crazy when people expect someone to step down over something that they potentially have little control over. Having a person step down isn't going to suddenly fix the problem. The problem will still exist. Now you have created a vacuum though that will just lead to other problems and we would be so busy trying to fix them that the main problem would still never get fixed. Sometimes things can be done by those in power or those with influence though and if they refuse to help or are purposely hampering growth then something should be done. As you said though, that doesn't appear to be the case here.
