I'm afraid that's not how a blockchain works. Just like you can't screen Bitcoin payments and refuse to let people transact, you can't just screen anyone's content on Steem. It's a completely free and open place where anyone can publish whatever they want. That said, when Communities are released, they can moderate the content on their community. Mind you, the blockchain will continue to have the post on it, but it won't be visible on the particular community.

Not entirely so. I guess @cheetah screens posts, doesn't it? We could use the same basis to check for content.
All Cheetah does is drops a comment. People can continue to upvote those posts if they want.
