Can you elaborate? Is 5 witnesses the number required to block a protocol change from proceeding?
Super majority is 17 of the 21. The top 20 are consensus witnesses who do block validation with the 21st rotating.
If there are only 16 who opt for the fork, it does not happen.
So can sun just set up another and use that as a vote to get 1 more in top 21?
