🔘 Para hacer este retoque fotográfico estaré usando Photoshop y siguiente a eso abriré la imagen que editaré.

🔘 Luego presionando Ctrl + J hice un duplicado de la capa de modo a que tengo 2 capas iguales.
🔘 Then by pressing Ctrl + J I made a duplicate of the layer so that I have 2 equal layers.
🔘 Una vez hecho eso, me fui a Filtros, Desenfocar y Desenfoque gaussiano y seguido de eso se nos abrirá esta pestaña.

🔘 Ahora dependiendo del valor que coloquemos ahí será el resultado final, pero el valor depende de la resolución de la fotografía, en mi caso yo usaré un radio de 7 pixeles pero tú puedes jugar con los valores y ver cuál te funciona mejor.

🔘 Luego que hayamos aplicado el desenfoque hay que aplicar una Máscara de capa y se hace presionando en el botón que te mostré en la imagen anterior.

🔘 Luego usando la Herramienta pincel pasaremos por las partes que queremos retocar, tal como te muestro en las siguientes imágenes.

🔘 Te recomiendo que lo hagas con una opacidad muy baja y dando pequeños toques, de esta manera el resultado final será, mucho mejor.
