Vienna is situated on a plain. Which is great for cyclists. But when there's a war on, and you need to put guns on some high ground to defend the city, you've got a problem.
That's why between 1942 and 1944, six anti-aircraft gun towers were built in Vienna - Flugabwehrkanonenturmen. German loves long-winded words. And it also loves to abbreviate them, so der Flakturm.
Of the six towers, three were observation towers, equipped with searchlights and targeting systems, and three were combat towers, equipped with anti-aircraft guns ranging in calibre from 20 to 128 millimetres. Each observation tower had its counterpart, the combat tower, to which it relayed information about targets.
In addition to their combat roles, these towers also served as shelters for several thousand inhabitants. With their massive reinforced concrete walls and ceilings up to three metres thick, they were practically invulnerable to weapons of the time.
The following two photos from Vienna show the Esterházy-Park observation tower and its counterpart, the Stiftskaserne combat tower. The third, historical photo shows the crew of a 128mm anti-aircraft gun on one of the towers.

After the end of the war these towers lost their importance, but a problem arose: they are so solidly built that their demolition is practically impossible. The Stiftskaserne combat tower has been retained by the army and contains a crisis command centre and stores. Just for completeness, the Arenbergpark combat tower is used as a depository for art collections, the other three towers are empty. There are proposals for how to use them, from data storage to summer cinemas, but so far nothing has been done with them.
