Whether or not AI reaches true consciousness seems unimportant, but rather the implications of an intelligent AI with intention. It does not need to have good self awareness or awareness of others to achieve this, in the likeness of a psychopath's inability to empathize with a victim.
I don't think it really needs to be conscious to be dangerous.
That is just one opinion however, and this is indeed a multifaceted complicated subject.
I think mankind still has a lot to learn about our own consciousness, and perhaps we will never fully comprehend it. If one can define consciousness, another may disagree with the scope of what the description entails.
Perception is a fickle thing :D

Ofc ai is also an object that can be used as weapon to harm.
But I do not think this intention comes from the ai itself.

You can even condition alive human beings into psychopaths via trauma
