These are new systems and it will take some couple of years to get them running smoothly, but yes the disappointing part is to not get the refund on any wrong registration. The payment should come through only after all verification happens.

This would have been true a decade or two ago but now it is just all the govts being blind to user experience. For eg the old income tax site for India was working fantastically since at least 2006-2007. Not web2.0 but still informative, and all the functions worked. All these new sites coming up are all broken. And it cannot just be the contracted companies, as the same companies make great sites for commercial companies globally. There is something in our governmental processes which is adversely affecting the UX of these sites. And by UX I don't mean wow factor, just functional UX of the system working for most cases.
