If there is one near you, you might seek out someplace that is working in harm reduction, like locally we have the Harm Reduction Action Center (link to their Twitter page). They advocate for safe supply and supervised injection sites so at least if people are going to use, they can do so around people who can keep them safe from overdose and safe supply would mean at least they weren't getting anything laced with something more dangerous. Because as you say, people have to want to seek help and go to therapy and detox and if people aren't ready for that yet, it's better if they can use someplace where there's a nurse or a doctor who can keep them safe and keep narcan on hand and stuff like that. So hopefully they can stay alive until they're ready to seek long term help.
Of course, these programs literally have to fight the government generally to try and make these services available, even though it's safer for everyone to do so.
There is addiction in my family too, so you have my empathy. I never went to Al-Anon though, I'm glad you found some support there with them!

there use to be one in the city I currently live in but they took it away about 3 years ago. I wish we still had one
