because you just have to stay within the bounds of this rigid slow changing set of rules, and the mind can easily work around them
the thing that needs to pen peoples minds in is not policy, but other minds, as other minds are really the only things that can keep up
communication with others and rational discourse
and peoples minds need to be trained to be able to consistently be focused and alert and mindful so they can engage in this discourse with those who make social mistakes or their own internal mistakes
policies serve the interests of the policy makers, which are only indirectly linked with the interests of the collective
serving the interest of the collective serves everyone.
But rational discourse is antithetical to the very concept of brainwashing. Rational discourse is the process of freely choosing the conclusions you come to through discussion and debate. Brainwashing is when you force someone's mind down a specific path of thought.
These two concepts are inherently at odds with each other, and if you believe that a 'brainwashing system' can also allow 'rational discourse', you're deeply confused about what either of those concepts entail.
It's not freedom if your mind is being trained to be more efficient at thinking, but it's only being trained how to think by following a series of rules that your society has deemed worthy of thinking about. It's not freedom.
