Why do people insist on lighting fireworks at 2AM two weeks after the 4th?

It's the same neighbor who still has their Christmas lights up! I guess I can understand not being able to take them down each year because of physical limitations, but why do they have to turn them on every night!? I guess at this point they have waited long enough that they are not late taking them down, they are early putting them up! Okay rant over
