This blockchain download is upated once per day.

Overwrite the files index and blocks in the following directory:
~/steem/programs/steemd/witness_node_data_dir/blockchain/database/block_num_to_block/

Start steemd with option "--replay". Your miner will display "1 hps". Allow your miner a couple minutes to download the rest of the blockchain.

Updated & tested: 19th July, 22:37:00 GMT

I know this is a very old post,
any chance this is still updated?
I (currently) have a somewhat limited bandwidth and would like to download the blockchain on a faster remote wifi.
