Every account can choose to pay out in 50/50, 100%SP or decline payout. They don't want their info posts to be paid from the blockchain, which would shrink everyone elses payout value a little, so they use "decline payout" option. This is not due to downvoting this post (maybe that's what you were thinking?).
I am a little startled that you managed to get rep59, and did not know this.
My understanding is, that the reason is that they renounced to get any payment coming from this post .
With so much SP, it will be unfair to to dry up the rewards pool
