Yes, unfortunately only 10% of users. Usually voting for witnesses is more common among heavy weighted users as they have much more to lose if they vote for wrong people or let others do that instead.

Yes only @good-karma has more than 1% of accounts voting for his witness so far while 90%+ accounts have never made even one vote for witness!
