I have seen that there are so many great posts on hive which do not get attention of the users. So, the efforts of the writers and content creators go all in vain. So, I am thinking about starting a community which will curate and upvote its members so that their posts may become profitable and they may get encouragement from it.

Perphabs you could rather educate them on communities to join. There are already too many communities like esteem, neoxian, threespeak, ocd, dreemport, hive learners etc.

You can't simply create a community of your own because you'll need tons of SP to make it work (support) unless you plan to just circle-vote among members. Thus, if you would need delegation or other help, it needs to be a more convincing and unique approach.
