Well, i cannot say much about the other side, be ause i have not been there myself. I can only speculate and assume a lot of things based on assumptions and information received.
Speaking of which, a diplomat is someone that is very influential and he is well capable of representing others because of his qualities.
As there are diplomats here, i also think there are ghost diplomats. I mean, there is no doubt in that. Some of these guys were real diplomats when they were alive.
It can be figurative too, the ghost diplomat. It can be a story of a person who has certain qualities.
