Apparently fulfillment % means how much you've earned you have collected. So if you've owed 100 and staked 90,you'll have 90% to fulfill (not my words). I have 74% for example

if you thinking about FP64 maybe you should check out used 7870 they have 0,7 tflops in fp64 and 3tflops in fp32, you can get them for around 100$ or if you want also better…

RX Vega 56 actually offers only 0.6 TFLOPS of FP64 perfomance. That's comparable to ancient HD5870, released in 2009.

If you have local area network, you can make the Pi SSH into the computers and initiate the appropriate command. This should be faster than BAM. Ready to deploy private BAM would be useful.
