The ability ambush means it fires first, or at least takes a turn prior to the game starting. In this case with the recharge ability I suppose it may not actually "fire first"…

Not in the DEC/hr. Due to it being taxed only when people harvest I'm not sure they can actually give a number. But I'm not 100% sure on that being the reason.
