That nuoviso spammer is it the same of whom the profile is called "NuoViso TV"? Or has he/she just changed its name since reports about him/her abusing of Steemians have begun to be published? At least it confirms he or she is a fluent (or native) German-speaking user.

Yes that is him. A lot of the other accounts are German base as well.
Ok! What do you think of tagging your publication with the "deutsch" category? NuoViso TV must receive like 95% of its upvotes from German-speaking Steemians, and have the same percentage of German followers.
