Yeah it can suck, this is why we moved from celebrating getting a paper accepted to celebrating submitting. This way if we have a paper rejected it's just another excuse to get together as an office and celebrate in a couple of weeks time when it's submitted again.
I've an officemate that's had a paper rejected 5 times now, I think she's starting to do it on purpose now just to ring the gong.
