That wouldn't surprise me. It would be a good way to keep control of the internet. Less than 5% of a countries gdp could buy out any country, so if each country in the 5 eyes just paid off anyone who wanted tk dissent (much like China does donestically) from the status quo, it would probably last for centuries.
It would be so effective they could probably remove and reintroduce the internet as a new technology if they controlled the dialogue.
I really hope we manage to squeeze out of the cracks
