According to the US, Russia is preparing a cruise missile system that increases its nuclear capacity. Also, the missile system breaks down the Intermediate-Range Nuclear Force (INF) agreement set in 1987. NATO has appealed to Russia to remove these concerns. Along with this, the US has been asked to technically join an active and transparent dialogue process. At the same time Russia has denied infringement of the INF treaty.
The INF treaty bans the ground on the ground level of missile deployment on the US and Russia. But this treaty does not include a sea-linked launch.
