Conscience can only be a guidian angel if it is pure and sanctified. If not pure it will be a dangerous guidian angel. You depend on it at your own risk. Holy Spirit if allowed to dwell in you is a wonderful guidian, that also controls the conscience.

Yes your concience can be one with the Holy Spirit, such that the voice of your conscience and Holy Spirit speaks withone voice. This take place when you are fully united with Chist and becomes one with Him.
1 Corinthians 6:17 "boldBut he that is joined unto the Lord is one spirit."
That is, a state when your mind becomes that of Christ. "For we have the mind of Christ"
