I don't even really know how it works. I've never looked into it before, but I'm pretty sure it's all stake based, meaning that just like the rewards, the more SP a voter has, the more it influences your reputation.
It seems like there is room for improvement, but I don't know if anyone is focusing on that.
With all the new users, I can imagine a scenario where they don't get many whale or dolphin bites and their reputation stagnates, which would be unfortunate if they are solid Steemians.
True. It should definitely not be a main concern.. To a certain extent its important. After all its in the name, reputation. People take you more seriously. So for me I would like to achieve a certain amount to rep in specific time frames too so I can add that to my milestone posts.

And yeah I suppose you have a point. There will be many people joining obviously, but I think with hard work and persistence that definitely should not be an issue, no matter how many users there are.. There will always be a ratio of winners, quitters and middlemen..
