Oohh those tablets are good and from a good brand too. Compared to other brands, they are one of the most affordable ones but does its job pretty well. I had one before from this brand haha then someone from the house threw the pen away (the one you need to draw like a pencil) cos she thought it was useless so I wasn't able to use it again.

Drawing tablets have different models. Some of them can be used alone without a computer just like an iPad... and some of them are just drawing tablet that you connect to the computer - kinda like a mouse - except for tablets you have a pen instead of a mouse. So what it does when connected to a computer is that when you hover the pen on the drawing tablet, the cursor on the computer will be on the same spot. And when you press it, it does the click similar to a mouse. So just draw how you'd draw on paper and it will mirror on the computer.
The one you see on the table has a drawing tablet (right) connected to the laptop (left) and that is so much better (or an ideal one to get) since you can draw and see the result directly on screen. Some tablets aren't like a monitor, more like a pad with no screen so that means you'd have to look at the laptop monitor and at the drawing tablet from time to time. The one on the table seems really good except it might be a disadvantage if she has to carry her stuff to school everytime. So a smaller one would be better for her at the moment.
Would a new laptop be more useful
Honestly yes. I was able to survive using programs on a tiny notebook in college but it was not ideal cos it would freeze a lot and slow haha. Whenever possible, a newer laptop is always better considering the amount of new apps nowadays and how much processing power they consume. I could imagine an old laptop in an art school in 2025 would be a struggle.
