There are a lot of voting robots on Steemit. It means that some programmer has written a script or algorithm that instructs a whole bunch of Steemit accounts to perform a certain task... like Upvote a certain post so that it maximizes their curation rewards. Looking at all the upvotes I would say it is @address101 that set up this Voting Robot.
