I think it's too nuanced to make a judgment call for. I believe if two people agree to make a deal where one writes for another, regardless of reason, (probably for some sort of reward) then I see little reason why to interfere.
No I probably wouldn't support if I knew any of those I follow are ghost writing but I wouldn't punish them either.
