I think what he's saying is that cryptocurrenices are a bad thing, because they are not like central banks that can be controlled and can make money out of thin air, and which are well known for being completely independent (cough cough, bull***t).
Also, China has a vested interest in cryptocurrencies, so he appears to be calling the Chinese Government a bunch of dictators. Wonder how that one is going down in Beijing.....
