If you read the first portion of the linked page, you'll see that the bill has only been introduced, and has past neither the house nor the senate. I would expect a tremendous amount of push-back from cellular carriers, as pre-paid phones are a huge source of revenue for many of them.
De-centralization is a threat, and it's working.
