I like the concept but struggle with two issues. First, there are a couple of blockchain projects that are trying to solve for this. As they try to get institutions like governments and banks to use the platform, there will be a struggle regarding interoperability amongst the blockchains. If someone could commit to consolidating, then the use case would be broader and easier to adopt and scale. Second, as you mention, many would have issues with putting data on a blockchain in the first place. People barely understand bitcoin so imagine how difficult it would be to voluntarily put your private data into cyberspace. That will be difficult for a large portion of the population. However, I do believe that this definitely a problem worth solving for on the blockchain. Considering uses in banking, healthcare, government and education would be very efficient if applied correctly.
