Please don't describe neighborhoods as white. It makes you seem like a suspected race soldier (SRS). The black population in the U.S is 13.4%. Most neighborhoods will be predominantly white.
There is nothing weird about a black person buying a house in a nice area. Why do you scoff? Capitalism afterall. Impoverished predominately black communities exist in "the hood". The predominately white equivalent is trailer parks, and they dwarf the hood.

Whereas poor blacks will cite systemic racism, poor whites gravitate towards extremism but call it pride. "I may be poor but at least I ain't black". CLOWNS, the government wins.
One party is crying foul. The other volunteers to be race soldiers all because of white on white tricks. Like the countless non-slave-owning whites that got slaughtered in the Civil War.
The poverty issue should be treated period.
