The summary is pretty clear: the SEC focus on ICO, rightfully so if I may say. The in general moved pretty slowly but they won't hesitate to go after people they think are bad actors. We will see what happen in the case versus KiK.
The CFTC move much faster and has an habit to let things happen and see if it goes in a good or bad direction. They seems more technically up to date and more pro, compare to their attributions.
