If the governments of the world actually cared about their citizens, then a decentralized system would work great, but countries like Venezuela and China, and Iran don't really care about their citizens, they just care about being able to create weapons of mass destruction, attack their neighbors, and attack Israel.
It will never change until the common citizen has access to money that the government can't take away from them.
