I'm not sure how you're defining capitalism, and I think this post would have benefitted from your laying that out at the beginning, but what you're describing here is corporatism, really a lite fascism that's been around for over 100 years and was born out of Europe's mercantilism that went on for centuries before that. But you're not describing capitalism, 21st century or otherwise. Capitalism is easily defined: it's a system based on capital (savings - something not encouraged in any politico/economic system currently in existence) and competition (also something thwarted by pretty much every government on the planet).
