Too old to broadcast it but there's no stopping anyone making a resolution for themselves anytime of the year. It's just a date on the calendar and that's why it's funny that most are sold / conditioned that the next 24 hours to week will be a magical boost on something. I firmly believe that habit worth changing had the best time to start 2 weeks ago (in their respective present time).

Many seem to like the idea of new year being a new start but don't seem to realise tomorrow (new day) is equally good. I mean I suppose you could start right now or in 5min or an hour or tonight or whatever as well but some things require more planning than others.
