Ever played the mass effect trilogy ? (not the latest game) The concept of the rogue A.I's is discussed there but in a relatively fresh - and rather romantic - approach and without going into too much game detail, it's pretty much that each unit has it's own programs and it's own evolving A.I, these units were mass-made with means of communication built in their units.

Later in the story, the A.I's found it much more practical to create a "consensus" using elevated means of communication, a virtual cloud database (it has a material base with observers on a certain planet in the story) where every unit gathers knowledge and discuss their decisions until they reach a "consensus" that they all agree and act upon.

It was also shown that some of their units are having some sort of anomaly in their code after interacting with certain individuals or having certain experiences, those anomalies would later clump up and create a cluster in the program, which then forms into "feeling" or actual "individuality".

The story didn't really stop there, it introduced a concept that is very similar to the popular concept of merging with machines but isn't quite the same , and to make it sound more familiar, it'd be something like this, we think and behave (thought and emotion) on a certain..let's just call it frequency, and the same goes for the A.I's, then what happens when both frequencies are intertwined, having the same phase difference ? we'd form a new, elevated form of their consensus, you can imagine where this'd lead where it to be actually realized, one day.
