I've been encouraging voting on comments and vote up most on my own posts. Some people can't write posts every day, but if we encourage their comments then they may be able to earn from them or at least improve their reputation. I do a lot of commenting :)

I always reply to the comments on my posts, but I've always felt a little shy of commenting on others, especially if they are talking about technical stuff.
