Reading... upvoting... resteeming are ones privileges. But it doesnt mean it is a requirement. For me I would upvote to articles which for me are somewhat informative. It is a price I give to the writer for sharing her ideas, information and talents in writing. Writing is not that easy and it takes skills to have a very good write-up. On the other side, if others would ask me to upvote their article, well that depends on the quality of it otherwise ignore it, anyway its their privilege too and its up to you whether do it or ignore it.

It's better to ignore it, but the problem that they are flagging people who don't upvote them, it's not good, they flag even those who write a comment related to the topic, is it fair to flag a good quality comment or someone just asking about something ? No, of course, they have at least explain why they are flagging people, they don't have to do that with no reason, people are working hard to build their reputation on steemit.
