That animal is clearly well fed and in good condition. Someone is taking care of it, brushing it, feeding it. It's experience with humans is likely a positive one, so its not entirely surprising that its friendly.
That said, many well treated cats can be quite temperamental and not at all friendly with strangers so perhaps it recognized that it was safe around you.
