As to the Chinese police stations on US soil, whether they're tied to the national or municipal governments is irrelevant, considering our law enforcement system is municipally run as well.

It will be sort of an all-or-nothing situation. The centers can operate with impunity, as annoying as they are, until and unless there is some evidence of them actually attempting to act as if they were actual police (i.e, proof that they are coercing a citizen to return home, kidnapping someone, or attempting to enforce foreign law on US soil). Prior to crossing that line, there's nothing our cops can do about it. When they cross that line, they're at best "impersonating law enforcement," in which case the local cops don't need a federal warrant and can raid the place and kill those who fight back; at worst they're charged with espionage and are subject to FBI raids or even military action.
But until they actually cross that line (and we need to have actual evidence), there's really nothing US law really allows the FBI to do.
