The Monroe Doctrine was originally to keep European powers and colonization out of the Western hemisphere, for fear of the internecine wars of Europe coming to the Americas. Today, it's to keep the quasi-dictatorships of Russia and China from encouraging more dictatorships, like Chavez and then Maduro in Venezuela.
