Most of these charges are simply part of a larger campaign against minorities in Xinjiang. There was some terrorist activity, but militant activists numbered in the dozens, perhaps a few hundred. To jail 10s of thousands & to put millions into concentration camps is an effort to destroy culture that is not Han-Chinese.
