The different tongues ,or languages, that the apostles spoke was a means that God used to communicate to the hearing and understanding of international audience who had gathered for that occasion. It was not some unintelligible untterings as some Christians wants us to believe today. It on record that some in the gathering were able to identify their language.

The way I understand it you are given a language through the Holy Spirit which you use to pray via the Holy Spirit and then there is the supernatural ability to speak a human language you otherwise do not know. I do think a lot of churches completely ignore the guidelines for speaking in tongues, that doesn't mean it isn't a real gift tho.
