The words War in U Craine is obviously a double entendre, something Cicada is famous for.
Anon's in Ukraine and Russia also report posters being seen there, and there was another found at Space X Elon Musk's rocket company.

The QR code points to Greece in an archeological area once known for the place they performed The Rites of Eluysian; This is where Persephone, the daughter of Demeter descended down to hell

This could be where buried treasure is! Akon hinted there was treasure buried somewhere in Malta, which has a rich and mysterious history itself. Anon's are pretty sure the treasure hunt they predicted months ago is now underway.
There are a couple anon's that are headed to Athens Greece to start looking. They will hopefully bring back a video of their adventures.

Let's look at Reading UK. It was once a very famous town over a thousand years ago.
Reading dates from the 8th century. It was an important trading and ecclesiastical centre in the Middle Ages, the site of Reading Abbey, one of the largest and richest monasteries of medieval England with strong royal connections, of which the 12th-century abbey gateway and significant ancient ruins remain. By 1525, Reading was the largest town in Berkshire, and tenth in England for taxable wealth. The town was seriously affected by the English Civil War, with a major siege and loss of trade, but played a pivotal role in the Glorious Revolution, whose only significant military action was fought on its streets. We plan to dig deeper into Reading Abbey soon. It has a wild history itself.

I am still trying to decipher. I attached a text file in the UTF-8 format to bust down the Byte count (see chart below). I need to rest my brain for pulling the XMP packet (the Actual hidden metadata). I attempted to run some mathematical double Bessel’s on the LP earlier today for intersecting points (3 dots). I think the intersecting sets may show the decode, or cipher shift. Anyhow, back to the key puzzle below.
