Not really "fixed", Steemit calculates the realtime payouts based on the price of 3.5 days ago back from the current time point.
This is because Steemit does not want the market speculate the price too much. The price you see today from the market will take effect 3.5 days later.
But if you have Steem, you can always trade them with the market price on third party markets.
