I don't understand why you think Raffi and Worf's investigation has gone on an episode too long when this is the earliest episode they would have add the opportunity to weave their investigation into other elements of the show. Then, you go to contradict this buy calling it a bottle episode. You know that if Worf and Raffi are off doing something that has to be with previous episodes and at this point they are unknown to Picard, that it cannot be a bottle episode. I get that you would be upset over that being why their story arc has gone on for too long, but then you go and call it a bottle episode anyway. I agree with your review with the exclusion of this. This should be and could be a bottle episode if not for the Worf and Raffi arc. Unfortunately, their story is validated through Ro Laren in this same episode. Bottle episodes are good, but this show hasn't had one yet and so far, it's been a good thing.
