I think that cloud generator could have alternate applications other than to manipulate the weather here on earth. Maybe they are experimental for future colonisation of other planets and terraforming?
If the raw materials are on a planet, a little encouragement may be able to make the planet bear fruit or sustain life? This would be truly incredible!
However, I don't doubt there are toxic substances that we shlould be concerned about in our environment. All of the hormone disruptors etc in antibacterial soaps etc, xeno estrogens in plastics and real estrogens in the water are a worrying problem.
