This is not the first time Iran has launched an attack that they knew would do no damage (although this account says otherwise). I believe a similar "attack" fell on US military targets after the assassination of Solemeini, and I seem to remember another, perhaps also in Iraq. Is it all for show? I don't know, but I consider that to be a distinct possibility.
